From 1977 New Zealand Post started issuing booklets as single panes, housed in a folded cardboard cover, with the marginal block of stamps adhered to the cover by the selvedge. |

| For booklets W15 through to W23, there were two varieties of each issue. The second of each had a purchase price 10% higher than the normal price and this was shown on the cover. These booklets were sold in non-post office outlets, thereby allowing the vendor to collect a commission on the sale. | ||
